Losing faith in judiciary, please help with the following situation...?

I am staying in Mumbai in a posh locality. Out of 17 floors, 14 floors are legal while 3 floors are illegal. As per records the building is fully occupied. BMC doesn't seem to bother inspite of the fact that the building has not obtained a NOC, no conveyance deed, B1/B2 issue not settled etc. but occupied by members for over 3-5 years. The builder in connivance with 5 influential members is running the society formed in year 2004 by proxy. Their atrocities (particularly financial swindles) knows no boundaries. The builder is a master player and knows how to exploit the judiciary systems delay in ping any judgement. They also seem to bribe all concerned officials and get interim notice which is nothing but blatant lies with escape routes. 50% of the members have rented their flats and are indifferent, while 4 members have approached the court as well as the registrar. We have only been getting dates after dates for the past 2 years. How to expose the nexus and book them immediately?
