Why won't Drs. prescribe the only medication that relieves most peoples pain - narcotics?

Aside from the DEA ing in, and the insurance companies sharing bragging rights with control happy pharmacies, why do so many Drs, PA's, Hospitals shy away from the ONLY proven medicine to relieve chronic pain - opiate based narcotics such as hydrocodone
