How come lolicon is illegal?

I was thinking how come lolicon is illegal?? im talking about the anime to.. theres no ,drugs,blood.. in it how come they banned it now if i watch an eps of any anime that haves small kids in it will i get introuble?? it doesn't make any sence theres nothing wrong with it.. i think hentai should be banned because it haves ,,etc
