Where can i find standards that hotel/motel/apartment owners have to abide by in vic or aus?

We recently stayed in Melb and the apartment had extension cords running everywhere to get us power as the mains had blown and they couldnt fix it. It was very dangerous with kiddies, they couldnt get another room for us and we couldnt book anywhere else at short notice. They refused to give us a discounted rice for such a faulty room.
